Phil transforms cities and communities through innovative parking and transportation demand management strategies.

Phil is a national expert in parking policy, transportation demand management, and district-based planning. During his 20 years of planning work, he has specialized in developing parking management and mobility plans for a diverse range of clients. His approach emphasizes stakeholder collaboration in crafting solutions that promote travel options, prioritize cost-effective ways to maximize parking resources, and secure strong return on investment. His parking work has taken him to urban, suburban, and tourist-based communities including Austin, Seattle, Sedona, Spokane, Edmonton, Mountain View, Newport Beach, Park City, and Salt Lake City.

Phil has also led the development of numerous mobility plans for mixed-use developments, innovation districts, universities, medical institutions, and corporate campuses. His recent work at OHSU in Portland and Allina Health in Minneapolis brought game-changing commuter policies and programs, such as daily parking pricing and employee commute platforms, to these rapidly growing campuses.  

Finally, Phil develops mobility solutions to address the intricate challenges of gameday travel for stadium districts. His work with the Portland Timbers and Thorns at Providence Park led to the adoption of a new transportation plan to reduce SOV trips and mitigate neighborhood parking impacts, while improving the fan travel experience.
