Tim creates practical solutions to today’s vexing and complex transit issues.

Tim has more than 35 years of experience and is co-director of the firm’s national transit practice. He specializes in balancing effective, efficient transit service with existing or planned community improvements. Tim has conducted numerous short- and long-range plans, corridor studies, comprehensive service analyses, organizational assessments, and performance audits from Corpus Christi to Kansas City to Chicago and from Washington, DC, to Honolulu. He is a nationally recognized expert in scheduling and runcutting. His groundbreaking work includes the Seattle Transit Master Plan, which established a framework for transit investments to guide the city’s placemaking goals.

During his 22-year career at Pierce Transit in Washington State, Tim managed all aspects of transit operations planning and scheduling, including close coordination with transit operations. Tim is also one of the few professionals in the industry with significant ferry operations, transit, and ferry-transit integration experience. He is a member of the Transportation Research Board’s Committee on Ferry Transportation.
