Tom develops strategies to let his clients do more with less parking.

Tom brings to all his projects a rigorous approach to problem solving, an open and active listening style to stakeholder engagement, and a dedication to client success. Tom’s studies center on opportunities to clarify the tradeoffs and constraints that affect decisions regarding parking supplies, including the hidden costs of supply-focused solutions that are often strongly favored by project stakeholders. He provides his clients with innovative mobility solutions and demand-management policies, practices, and programs that advance equitable access and efficient use of shared/limited resources. Tom has led projects that work through the complications of balancing demand, supply, and travel behavior dynamics for developers, cities, parking authorities, campus planners, and downtown organizations across the country. Key to his success is the 15+ years of experience he brings in helping people think clearly about parking, to recognize other means of achieving the same ends, and to better weigh the cost/benefit of all available solutions.
