Theresa Carr, AICP

Theresa is an economist, planner, and project manager, bringing 20 years of experience in transportation planning. She serves as the leader of Nelson\Nygaard’s Boston office. Theresa’s extensive project management experience spans from long-range transportation planning and public involvement to alternatives analyses, environmental documentation under the National Environmental Policy Act, and conceptual design.  

Theresa brings highly effective negotiation and communication skills, with a proven track record of working with agencies and other stakeholders to reach consensus on controversial project decisions. Her talents include “right-sizing” the technical analysis needed to inform planning decisions at different stages in the project lifecycle and leading engaged, multidisciplinary teams that achieve high-quality results.
