Peter specializes in transit service planning, fare evaluations, and short- and long-range planning. He recognizes the complex nature of transit service and the necessary balances to ensure service is both effective and high performing, while aligning with the specific needs and priorities of the community. Peter has led comprehensive operational analyses and system redesigns for agencies of all sizes, from small rural systems to mid-size college towns to major metropolitan areas. Recognizing the unique characteristics and opportunities for each system has given him a robust understanding of industry best practices to rely upon.

In addition to service planning, Peter has led the development of Nelson\Nygaard’s transit fare evaluation practice, including systemwide fare structure and policy changes, evaluating the impacts of zero-fare transit service, and regional fare integration studies. The farebox is often the first interaction people have with a transit system and can make or break a new rider’s perception of the agency. Ensuring transit agencies fully understand the costs, benefits, and community impacts of a given fare policy change are a key underpinning of Peter’s work in transit fares.
