David is an expert in the design and management of demand-responsive public transportation, including mobility options for seniors and people with disabilities, taxicabs, and other forms of paratransit. His professional experience spans over 35 years, with a focus on paratransit service efficiency and design, innovative service design and evaluation, and taxicab regulation. He has completed more than 100 paratransit, service evaluation, and taxi regulatory projects across the nation. His definitive work includes new methods to predict demand for paratransit, methods of managing the cost of paratransit that complies with requirements of the Americans with Disabilities Act (ADA), and comprehensive reform of taxi regulations.

David’s research published by the Transportation Research Board has addressed topics including predicting the demand for ADA paratransit, the economic benefits of coordinated transportation services, encouraging public transportation providers to become mobility managers, and effective use of taxicabs for public services, such as dial-a-ride, school transportation, guaranteed rides home, and even 911 response.
