Carl designs mobility solutions that increase work, live, and play options for those who need them most.

Carl has 20 years of transportation planning experience managing a wide variety of transit planning projects, including long-range efforts such as FTA Section 5309 New Starts Corridor level projects, rail operations and maintenance plans, bus rapid transit planning, and transit development plans. His short-range efforts include route restructuring plans and service scheduling. In addition to planning, Carl has experience with FTA grants programming and management, National Transit Database reporting, operations oversight, and civil rights oversight.  

Prior to Nelson\Nygaard, he served as Director of Transit Planning at the Jacksonville Transportation Authority for over seven years. He was also the Managing Director of Planning and Communications at Corpus Christi Regional Transportation Authority, after serving in various roles in North Texas and Central Oklahoma.
