King County Metro Mobility Framework
King County Metro’s Mobility Framework envisions a regional network of traditional and new transportation services that gets people where they want to go, when they want to get there, while contributing to healthy communities, a thriving economy, and a sustainable environment.
Nelson\Nygaard supported the development of the Mobility Framework to help Metro prioritize equity and sustainability in Metro’s investments and policies. The Mobility Framework recommendations were co-created by an Equity Cabinet of community leaders representing riders countywide, including low- and no-income people, indigenous people, people of color, immigrants and refugees, people with disabilities, and limited-English-speaking communities. The Nelson\Nygaard team supported Metro and the Equity Cabinet with analysis of trends in travel behavior and demographics and research on best practices in the implementation of equitable and sustainable mobility services.
In the Regional Planning phase of work, the Nelson\Nygaard team supported Metro in updating key policies, including Metro’s Strategic Plan, METRO CONNECTS, and Service Guidelines, as well as the Transportation Goal Area of the Strategic Climate Action Plan, to reflect the framework recommendations. These updates resulted in clear and strategic direction for agency staff to implement mobility services in a way that advances equity and sustainability, while contributing to healthy communities, a thriving economy, and a sustainable environment.
