Brown University Transportation Management Plan
The Transportation Management Plan is helping Brown implement transportation programs and services that respond to changing travel patterns and support campus sustainability goals.
In 2016, Nelson\Nygaard helped Brown University improve its campus shuttle services in anticipation of relocating 500 employees from College Hill to the Jewelry District. In 2020, with the relocation of staff and implementation of service changes—and with several changes to regional transit services either in place or underway—Brown hired Nelson\Nygaard to prepare a campus transportation management plan to update the prior shuttle analysis and better connect Brown’s campuses with the broader regional transit, street, and active-mode networks.
About halfway through the TMP study, the Brown campus, like most, was closed in response to the Covid-19 pandemic, and work activity was paused to allow our Brown partners to focus on campus safety and plan for a fall 2020 re-opening. After a year of new-normal campus operations, the Brown project team re-started the TMP process and worked with Nelson\Nygaard to adjust the scope to focus on addressing new challenges facing school parking and mobility conditions and objectives, including:
- Managing a parking system to accommodate hybrid, on- and off-campus work and class schedules, including moving from semester permits to a flexible parking model
- Motivating travel mode shifts towards meeting sustainability goals in a climate of shifted preferences
- Educating the campus population about campus-connective local transit options on RIPTA
- Focusing on growth needs of the School of Public Health
