Evan Corey Costagliola has over twelve years of experience in multimodal transportation policy, planning, and concept design, and is considered a national thought leader in emerging transportation technology policy, regulation, and pilot delivery. Evan is also experienced in transit-orientation community strategies, transit access, demand management strategies, and complete streets design and policy development. As co-leader of the firm’s Emerging Mobility practice, he is adept at developing and delivering on mobility strategy and offers expertise in shared mobility and mobility hubs. Prior to joining Nelson\Nygaard, Evan worked at the forefront of new mobility, serving as Lime’s global director of transportation partnerships, coordinating GovTech initiatives with the product team and leading pilot partnerships, transit integration, and data policy for the company. Before Lime, Evan led one of the nation’s first new mobility programs, spearheading several groundbreaking initiatives, including the New Mobility Playbook (lead author), the nation’s first dockless bike share and curbside electric vehicle charging permitting programs, a shared mobility hub program, the city’s automated mobility policy framework, and citywide TNC management policy.
On behalf of SDOT, Evan served as a leader in the Transportation for America Smart Cities Collaborative, NACTO’s Technology and Data Committees, and the 2017 C40 City Solutions Platform cohort. Evan also was an expert reviewer for NACTO’s Blueprint for Autonomous Urbanism.
