Newport Beach was investing in Balboa Village, a lively neighborhood between the sea and the bay that is an active residential and retail area with large surges of summer visitors.
Nelson\Nygaard developed a parking management plan for the neighborhood following extensive public outreach and strategy development with the local citizen advisory committee. We found that Balboa Village has a large supply of parking that is underused except during summer weekends. Final recommendations focused on demand-based pricing, parking benefit districts, residential permit programs, improved wayfinding, and the use of shared parking agreements to increase public parking supply.
The parking plan was integrated into the master plan for Balboa Village, ultimately achieving unanimous approval.
