Honolulu’s TheBus is one of the most productive transit systems in the United States, yet struggles with overcrowding and on-time performance issues. TheHandi-Van, Honolulu’s paratransit service, was also overwhelmed by a growing number of seniors.
To better meet current market conditions and to begin adapting the system to a high capacity rail line, Nelson\Nygaard established service design strategies and performance standards for TheBus. We recommended an extensive toolkit of strategies to address ongoing service distribution issues, and made service recommendations intended to streamline the system, improve customer understanding, and allow resources to be applied to address overcrowding and on-time performance issues.
Nelson\Nygaard also evaluated the existing TheHandi-Van paratransit operations with a focus on performance monitoring, trip demand management, and trip scheduling practices. We recommended strategies to manage demand, including revamping the eligibility and training process, optimizing the use of the paratransit fleet and facilities, updating performance measures, and improving the reporting process.
