The Hawaii Department of Transportation (HDOT) is responsible for distributing federal funds to eligible projects under the Enhanced Mobility for Seniors and Individuals with Disabilities (Section 5310) Program. Potentially eligible projects are required to be included in a Coordinated Public Transit – Human Services Transportation Plan that represents the multiple counties and communities throughout Hawaii. Nelson\Nygaard was brought on by HDOT to update this plan for the first time in over a decade. Working with a team of local government outreach specialists, along with an advisory group composed of transportation experts and administrators based in Hawaii, Maui, and Kauai Counties, Nelson\Nygaard evaluated current transit options and needs for older adults and people with disabilities. The final elements of the plan, known as HDOT CSP 2020+, will include recommendations for how HDOT and other project partners can harness funds for projects and programs that will help improve the mobility for these critical populations throughout the State of Hawaii.
