Mountain View’s North Bayshore Precise Plan won the 2018 “Bringing It Home” Award from [email protected], a non-profit proponent of affordable housing in the Silicon Valley. North Bayshore is home to Google, Intuit, LinkedIn, and other major Silicon Valley companies and adjacent to one of the most congested highways in the region. In the plan developed by Nelson\Nygaard, rather than limiting the growth of these companies, the city has instead limited the peak vehicle trips they can generate. Companies that can cut their trips below the 45% drive-alone rate target are awarded with more entitlement. If companies fail to meet their targets the city may impose congestion pricing at the area’s gateways. Despite having the most onerous trip-reduction requirements for any suburban location in the country, the plan was adopted in early 2015, and it has already attracted 7 million square feet of development applications. Since adoption, the City has already approved 9,850 new apartments to be added to North Bayshore. The plan had previously won the 2015 Award for Comprehensive Plan, Small Jurisdiction, from the California Northern Section of the American Planning Association.
