For over a decade, Thomas has reliably delivered innovative analysis and strategy development to address both common and unique challenges in the areas of parking and travel demand management, curbside regulations, development requirements, climate change mitigation, and transit-oriented development. He excels at viewing system-wide challenges through the lens of a traveler’s daily decisions, developing policies and actions that improve system functionality through strategic improvements to available mobility options.

Thomas has completed parking work in large and small cities from Ann Arbor, MI and Davenport, IA to Philadelphia and New York City. He has worked on climate mitigation/ adaptation for the Environmental Protection Agency and the Transportation Cooperative Research Board. He has also completed TOD development guidelines in St. Louis and Washington, DC, and co-authored the TOD Standard for the Institute for Transportation and Development Policy.
