The Regional Transportation Commission (RTC) was facing budget shortfalls and increased demand for ACCESS, Reno’s paratransit service for ADA-eligible people with disabilities. Recognizing an increasing population of people who are entirely dependent on the service for their mobility needs, RTC needed to review service options and address financial challenges.
Nelson\Nygaard developed a Five Year Plan for Reno’s ADA paratransit program. We conducted a detailed analysis of the program’s operations and policies, demographic analysis and ridership projections, and extensive community outreach. We recommended pre-paid fare accounts, relying on taxis earlier in the evening peak period, and establishing alternative transportation options (such as flex services) for areas that are currently being served but are not required under the ADA. By adopting a more rigorous eligibility screening process and sharing costs with social service agencies, RTC would be better able to meet ADA requirements.
