In 2012, the Nelson\Nygaard team, led by Urban Design Associates, won the international contest for the best design of a new consolidated district of government buildings in Moscow. The judges singled out the transit- and pedestrian-orientation of the approach. The Capital City Expansion aimed to alleviate congestion in the core of Moscow and create a grand, coherent capital appropriate to an emerging nation. Nelson\Nygaard’s plan envisions linking Moscow’s 19th century regional rail terminals to each other with a Crossrail-scale project that would include a new central rail station near the Kremlin.
